In this case, NVIDIA devices are the first  to take up the  decoding job. Then, if they max out,  Intel QSV takes over and offloads NVIDIA's chip.

To enable parallel decoding сonfigure decoding on Intel's For simultaneous decoding, you have to configure it on both Intel Quick Sync Video (see Hardware-based decoding with Intel Quick Sync Video) and on NVIDIANvidia's NVDEC chips (see Hardware-based decoding with NVIDIA NVDEC chips).
