Common rights are specified in the Access Manager settings panel, and individual rights are specified in the Operators' permissions in AM settings panel.

If it's required to allow operators to create users with antipassback enabled, set the Create users with APB checkbox (4).

Create users with APB checkbox is available only on the Access manager settings panel.
