Signing is necessary for being able to track progress of your request and keeping full history. Thus it's absolutely required to proceed.

Please, follow these steps:

1. Open sign up page
   
2. Fill in the form (* All fields are obligatory to fill in)
   
3. You'll get the success page. A confirmation email will be sent to the box you've used during the registration.
   
   
   
4. Go to your email box and activate the user account
   
   
5. Set the password for your user account 
   
   
6. Now you can use your login and password for work. Go to the login page 
   
   
   
7. After your registration you can change profile language and submit a request
