The Stopped vehicle detection module is designed to perform the following functions:

1. Recognizing cars stopped in the specified areas.
2. Recognizing jams in the specified areas.
3. Recording events on stopped vehicles and road jams in the database.
4. Recording events on the road jam ending and the start of stopped vehicle movement in the database.
