Functionality of the Queue length detection module

The Queue length detection module is designed to perform the following functions:

1. Count the number of people waiting in line within a certain time interval.
2. Record the number of people waiting in line in the database.
3. Create congestion charts of the observed area.
4. Generate an event when the threshold queue length value is exceeded and record it to the event protocol database.
