Show and hide the tools panel (1).

Fit the window

To change the image scale this way set the checkbox unchecked.

Set a scale at which the image of the Map fits perfectly into the window of the Map editor utility (5). If this checkbox is set checked, the scale of the map image cannot be changed by scrolling with the Ctrl key held down on the keyboard. The checkbox is to be set unchecked to change the scale this way. 
Note. Setting this checkbox checked does not affect the scale of the Map image in the Map window. This scale is set independently.
