Resize cloud archive using gRPC API methods

Only the cloud archive can be resized using the gRPC API methods.

For version 1.9 Beta and later versions

access_point—archive id;
volume_id—volume id, received in response to a volume creation request (see Create archive using gRPC API methods);
new_size—new volume size in bytes.
